Prop 218 Public Hearing Notice - New Purposed Rates 

The District has retained a consultant to conduct a comprehensive water and sewer rate study.  The purpose of the study is to identify the levels of funding needed to sustain water and sewer operations, and complete capital improvements over the next ten years.  The study will also identify alternative rate structures, such as "tiered water rates", to encourage water conservation and equitably distribute the cost of providing water and sewer services to the District's ratepayers.

Rate Study Update – October 3, 2014

Preliminary results from the District’s ongoing water and sewer rate study will be presented and discussed at the October 21, 2014, HVLCSD Board of Directors meeting.  The study is being conducted by NBS consultants of Davis, California, and is designed to identify the levels of funding needed to sustain water and sewer operations, and complete capital improvements over the next ten years.  The study will also identify alternative rate structures, such as “tiered water rates”, to encourage water conservation and equitably distribute the cost of providing water and sewer services to the District’s ratepayers.  

The District’s rate study will be completed in late October and a formal public hearing held in mid-December, at which time the Board will consider revising current water and sewer rates in accordance with the final recommendations of the NBS consultant’s rate study.   Any revisions to the current water and sewer rate schedules would take effect in early 2015.
