LIHWAP provides significant financial assistance to eligible low-income households for current or overdue water or sewer bills.

Does My Income Qualify?
Many low-income households across the state are already income-qualified to receive help paying past due or current water and sewer bills through LIHWAP.
Your household is income-qualified if:
Your total household gross income is at or below 60% of the State Median Income, or
A household member is a current recipient of CalFresh, CalWORKs, or the Low Income Home Energy Assistance Program (LIHEAP).
Renters: If your water and/or sewer bill is included in your rental payment you may still qualify for LIHWAP if you are past due on rent. To get the benefit, you would complete an agreement with your landlord as part of the application.
